Franco transfer: Zayco

Gov. Isidro Zayco yesterday thanked Region 6 police director Isagani Cuevas for his swift action in recalling the 10 controversial policemen recently assigned in Negros Occidental.

Zayco said he also asked Cuevas to inform him next time such a move is made so he is aware of the background of the policemen assigned to the province.

The governor last week sought the recall from Negros Occidental of the 10 policemen after he received reports that they were transferred to the province because they were problematic in their previous posts.

He said Negros Occidental should not be made a dumping ground for policemen facing complaints.

Cuevas had said that the 10 policemen re-assigned to Negros Occidental do not have pending cases, except that they allegedly engaged in moonlighting activities, failed to report to their assigned duties, and were frequently seen in cockpits.

Meanwhile, Zayco said he has not sought the transfer of Senior Supt. Rosendo Franco, Negros Occidental police director, with whom he is happy.

Cuevas Sunday confirmed that Franco, who is up for a promotion, is due for another assignment.

Zayco said he understands the PNP procedure of moving its provincial directors to new posts after a certain period in a particular area.

He, however, said that if Franco is transferred, he does not know yet who will replace him. The PNP would have to give him a list of nominees to choose from, he said.

Meanwhile, Zayco said he met with Rosendo Dial, the new chief of the Bureau of Jail Management and Penology, on Friday to discuss a Memorandum of Agreement they are drawing up for the transfer of the Negros Occidental Provincial Jail in Bacolod City to Bago City.
