| The Bacolod Sangguniang Panlungsod approved on Wednesday an appropriation ordinance for P50 million requested by the mayor for the purchase of property, plants equipment, furniture and fixtures for the new government center.
Bacolod Vice Mayor Jude Thaddeus Sayson yesterday said nine councilors voted in favor of the ordinance. Councilor Celia Flor voted against it and Councilor Reynold Iledan abstained. Councilors Jocelle Batapa-Sigue and Napoleon Cordova were not present, he said.
Councilor Catalino Alisbo was reportedly out of the SP session hall when the ordinance was passed.
Flor said she voted against the passage of the appropriation ordinance because it had no attached justification.
But she said she has no objection to the purchase of furniture and fixtures for the new government center.
She just wants the basis for the P50 million budget. “They should itemize the need to give us an idea,” she added.
Councilor Wilson Gamboa Jr. said he voted in favor of the ordinance on the condition that everything will be transparent, particularly in the bidding process. It should also conform to accounting procedures and follow standard procurement procedures, he said.
Sayson had earlier said his committee is in the process of preparing the layout so they will know the amount of furniture that will be needed in the government center which has floor space of 12,000 square meters. He said that once this is complete, he will ask the approval of the department heads and if they are satisfied with it, his committee will prepare the purchase request for the bidding.*CGS
