Senior Supt. Edwin Portento is the new acting director of the Negros Oriental Police Provincial Office, based on Special Order 2603 issued by Camp Crame, on Sept. 1.

Portento, chief of the Comptroller Division of the Police Regional Office 7, replaced Senior Supt. Henry Biñas, who has been designated as Iloilo City Police Office chief.

Biñas, an Ilonggo, had served as provincial police director of Negros Oriental for more than a year.

The designation of Biñas as ICPO chief came after the reassignment of controversial Chief Inspector Jovie Espenido as officer-in-charge of the Iloilo City police was cancelled by Camp Crame.

Chief Supt. Edmund Gonzales, Negros Island Region police director, yesterday said that Biñas has performed well as director of NORPPO.

Gonzales added that Biñas is a big help to ICPO, since he is an Ilonggo.

Meanwhile, Supt. Roy Abella, Regional Personnel and Human Resources Development Division chief of PRO 18, has been promoted as senior superintendent, effective Aug. 9 this year.*GPB
