It is all systems go now for the construction of a P1.6 billion mix-use commercial building on the 6,485 square-meter Capitol property in Bacolod City.
The Sangguniang Panlalawigan of Negros Occidental yesterday approved during its regular session the Joint Certification of Successful Negotiations, as well as Terms of Reference based on the agreed term and conditions resulting from the negotiations between the P4 Selection Committee and Dynamic Builders and Construction Company.
This is connection with the lease of 6,485 square meters portion property of the province located at the Provincial Administration Center in Gatuslao Street, Bacolod City.
With the unanimous approval, Board Member Salvador Escalante, chairperson of the SP committee on Finance, said they will conduct a public hearing Wednesday next week, to inform the public about the unsolicited proposal submitted by Dynamic Builders to the province.
It will be followed by the publication of the TOR the next day, that will also be open to a Swiss Challenge, where an interested party can make a better offer than the original proponent, Escalante said.
The bid documents cost P200,000, as approved by the SP during its regular session yesterday, he added.
The P4 Selection Committee has been authorized to negotiate, in behalf of the provincial government, to negotiate with Dynamic Builders on the terms and conditions involving the lease of government property.
If there is no challenger, Escalante said it will be awarded to the original proponent.
If all goes well, the construction of the P1.6 billion mix-use nine-story commercial building is expected to start in December this year or January next year, he added.
The SP has allocated P5 million for the rentals of Capitol offices that will be dislocated by the construction of the new mixed-use building.*GPB
