The Bacolod Sangguniang Panlungsod ratified during its special session yesterday the contract of agreement for the site development and facilities project of the Bacolod City College and the widening and rehabilitation of roads in Bacolod City.
Eleven councilors voted in favor of the ratification of the contract of agreement for the widening of the Gonzaga Street extension project in Brgy. 28 and for the rehabilitation of the Mansilingan-Felisa Road in Brgys. Mansilingan and Felisa.
Only Councilors Wilson Gamboa Jr. and Claudio Puentevella voted in the negative.
Eleven councilors also voted for the ratification of the contract of agreement for the Bacolod City College site development and facilities project. Gamboa voted in the negative while Puentevella was out of the session hall during the votation.
The SP had earlier granted Mayor Evelio Leonardia authority to sign the contract of agreement between the City of Bacolod and ESJ and Sons Construction and Construction Supply for the BCC site development and facilities project, amounting to P349,988,679.47, during its session Wednesday.
It also authorized the mayor to sign the contract of agreement between the city and Supreme ABF Construction and Construction Supply Company Inc. for the widening of the Gonzaga Street extension project in Brgy. 28, amounting to P44,949,942.25, and another contract with Wilkinson Construction for the rehabilitation of the Mansilingan-Felisa Road in Brgys. Mansilingan and Felisa, amounting to P61,301,441.94.
Meanwhile, Gamboa said all t hree contracts, which are part of the P1.7 billion loan with the Development Bank of the Philippines, are pro-forma as likewise observed by Councilor Ana Marie Palermo, with only the amount and parties stated on the contracts and where there were no attachments as to the parameters or scope of work for these three infrastructure projects.
He said these were just mere pieces of papers with “nothing” on them. The contract had no parameters and standards for construction attached, and yet was approved by the majority.
Gamboa said that aside from this, these contracts included in a “surprise addendum” were imposed upon him for approval despite his request for time to study them.
He recalled that they have all agreed that sufficient time be given to the councilors for study and perusal of very important correspondences before it is taken up, he said.
Gamboa said posed an objection because he is saddened by the action of the Sangguniang Panlungsod.*
