The Bacolod Sangguniang Panlungsod is urging the directors of the Bacolod City Water District, through its chairman Lorendo Dilag, to provide the SP the terms of reference of the joint venture, long term feasibility study, and the appraisal report of its assets.
The resolution authored by Councilor Wilson Gamboa Jr. said the SP had earlier asked the Baciwa directors to explain its Dec. 8, 2018 Board Resolution no. 282 which approved the unsolicited proposal of Prime Water for a 25-year joint venture.
Gamboa m anifested before the floor during the SP regular session Wednesday tha t it has been almost a year now that they have been requesting the Baciwa Board to be open, and transparent in their plan to enter into a joint venture agreement with a private partner. But these were met with denials, justifications and challenges for reason of “confidentiality”.
But, now that the matter is at its clearest level that Prime Water is the winning water private proponent to operate, manage and run Baciwa, the Board has no reason not to disclose all “official” documents to the public. They could no longer invoke “confidentiality”, he said.
Cognizant also that the Baciwa-BOD has said that they spent three to five years of careful and extensive planning regarding the problems of Baciwa, therefore the SP is asking for the “official“ copies of these related business plans and feasibility studies, Gamboa said.
The SP is also asking for the appraisal report of all Baciwa properties and assets, and for Baciwa to inform all affected water consumers so they will be apprised and be able to study the provisions of the term of reference contract, as well as its consequences in terms of water rates and the quality of service, he added.*
