Members of the Sangguniang Panlalawigan in Negros Occidental passed 35 ordinances in 2019.
Based on SP records released yesterday, 20 of the ordinances were passed by the board members whose term already ended in the first half of the year, or on June 30.
Salvador Escalante Jr. of the 2nd District, the current mayor of Cadiz City, authored the most number of ordinances with 13. He also authored 112 resolutions.
Next to Escalante was Rommel Debulgado of the 1st District with six ordinances and 204 resolutions, while Alain Gatuslao of the 5th District has authored five ordinances and 98 resolutions. Gatuslao also ended his term as a board member last year.
Another top performer was neophyte Board Member Sixto Guanzon Jr. of the 2nd District who authored three ordinances and 102 resolutions.
Ryan Gamboa, who represents the Philippine Councilor’s League-Negros Occidental chapter in the SP, has the least number of resolutions with four. He attended his first regular session only in late September.
Agustin Ernesto Bascon of the 5th District, meanwhile, was not included in the SP report.
In total, the SP passed 1,197 resolutions last year.
Araceli Somosa of the 1st District posted a perfect attendance in their regular sessions at the start of the second half of the year. She did not miss any of the 25 sessions from July to December 2019.
She was followed by Vice Governor Jeffrey Ferrer and Rommel Debulgado of the 1st District. Both were present 24 times, and only missed one session day when they were on official business.
Meanwhile, Manuel Frederick Ko has the least number of attendance at 18. He was on official business on four session days, on official leave on two session days, and was absent for one day.*
