The Alliance of Concerned Consumers in Electricity and Social Services (ACCESS) welcomes the recent amendments of the Magna Carta for Households Electricity Consumers and the Electric Power Industry Reform Act (EPIRA), a press release from the group said.
These reforms championed by the Energy Regularly Commissioner (ERC) mark a significant step forward in protecting the rights and welfare and the pockets of ordinary Filipino consumers, a welcome development for ACCESS, it said.
The key benefits for the consumers, among others, are lower bills for low-income families. The new national uniform lifeline subsidy provides a 100 percent discount on the first 50 kWh of monthly consumption for 4Ps beneficiaries and other marginalized households. A faster and fairer Bill Dispute Resolution, consumers can now deposit the disputed amount and request meter testing. There is now a Simplified Service Application wherein a new residential applicant is required only a government ID, completed application form, electrical inspection certificate and proof of ownership or barangay certification. This cuts red tape and makes it easier for families to access electricity. Stronger protection against disconnection. Longer period of notice are now required especially in remote areas and disconnection during emergencies are prohibited. Above all, consumers will have a greater voice. Consumers are empowered to join organizations, participate in public consultation and access key information about their service ensuring that their concerns are heard and acted upon.
ACCESS president Wennie Sancho said the amendments are a victory for every Filipino electricity consumer. ACCESS has long advocated for lower rates, stronger protection and greater transparency.
“We call on all distribution utilities to fully implement these reforms and for the consumers to know their rights and to take advantage of these new benefits. Together we can make a more affordable, reliable and consumer-friendly electricity sector for all,” he said.
