An ordinance amending City Ordinance No. 847 which amended C.O 482 or “An ordinance establishing yearly festivities to be known as the Manokan Country Inasal Festival in the City of Bacolod”, incorporating a special committee to be created, was passed on first reading by the Bacolod Sangguniang Panlungsod on Tuesday.

The ordinance was authored by Councilor Jason Isidro Villarosa and co-authored by Councilor Celia Matea Flor.

It said C.O. No. 482, series of 2009, lays down the framework of the “Manokan Country Inasal Festival” but it was however amended by C.O. No. 847, series of 2018, and is now known as “Bacolod Chicken Inasal Festival.”

In C.O. 482, the committee it had created was vested with the authority to determine the schedule and venue of the Bacolod Chicken Inasal Festival, but the schedule of said festival was substantially changed by C.O. 847 placing it every first week of May, the ordinance said.

Considering the constraint of time and resources, it is deemed best that an ordinance is sought to be passed, it said.

The ordinance said that Section 6 of C.O. 847 which reads:  “The City of Bacolod shall celebrate the Bacolod Inasal Festival every first week of May,” will read as: “The date of the celebration shall be held in May. The specific date shall be determined by the social committee taking into account the circumstances every year.”*
