An ordinance modernizing the Bacolod City Public Library, enhancing access to digital resources, online services, and contemporary reading materials, was passed by the Bacolod Sangguniang Panlungsod on third and final reading Wednesday.
The ordinance authored by Councilor Em Ang and co-authored by Councilors Caesar Distrito, Jason Villarosa, and Danna Marie Barzo, said access to information, knowledge, and educational resources is essential for the intellectual, social, and economic development of Bacolod City.
A modern public library serves as a vital hub for lifelong learning, community engagement, and cultural enrichment, it said.
The city government of Bacolod recognizes the importance of providing its citizens with equal access to quality education, information, and opportunities for personal growth, the ordinance said.
The establishment of a public library in Bacolod City will promote literary, education, and community development, and will provide a valuable resource for students and residents of all ages, it said.
To be known as “Ordinance Modernizing the Bacolod City Public Library,” the measure aims to promote the moral and intellectual well-being of citizens, as well as to provide access to information, digital literacy, lifelong learning, and educational resources in Bacolod City by establishing a modern public library with digital equipment and internet access.
The library will operate under the administrative supervision of the city government of Bacolod, with a designated city librarian responsible for its management.
The library will be located in a separate building or designated area, accessible to all users, with sufficient spaces for: collection of books, periodicals and digital resources; reading areas; multimedia sections; children’s corner, and meeting rooms.
The city government of Bacolod will allocate sufficient funds for the library’s operations, including library programs and services.*
