Bacolod remains under MGCQ until March 31

Bacolod Mayor Evelio Leonardia issued yesterday Executive Order 11, series of 2021, extending the Modified General Community Quarantine status of the city until March 31.

The EO said that selling of liquor, wine, beer or any alcoholic or intoxicating beverage in public places in Bacolod will still be from noon to 6 p.m. while curfew hours remain from 11 p.m. to 4 a.m.

Leonardia said that selling and/or consumption of alcoholic beverages in authorized public places shall be in accordance with EO 03, series of 2021, where drinking of liquors in restaurants, hotels, and similar dine-in establishments is allowed from 6 p.m. to 9 p.m.

Another order will be issued should there be any national circulars regarding it, he said, adding that the sale and consumption of liquors at beerhouses, nightclubs, karaoke bars, and other similar establishments are still not allowed.

Those who are working on night shifts, like media practitioners, and those involved in public emergencies, like fire/ambulance services/other occasions caused by disaster/calamity, and those requiring medical assistance on board public utility or private vehicles are still exempted from curfew, Leonardia said.

The curfew hours may still be adjusted at any time within the duration of the MGCQ through the exercise by the mayor of the emergency powers granted under pertinent city ordinance/s or any applicable laws, the EO said.

Leonardia also said that minors below 15 years old and senior citizens above 65 years old are still prohibited from going out of their residences unless they need to purchase essential goods.

Also advised to remain at home are those with immunodeficiency, comorbidity, or other health risks regardless of age, and pregnant women.

Mass gatherings, such as, but not limited to movie screenings, concerts, and other entertainment activities, religious services, and work conferences are still allowed provided that participants shall be limited to 50 percent of the seating or venue capacity.

Leonardia said the city government may forge inter-LGU agreements to mutually institute integrated policies and common health protocols and standards and safety mechanisms for the protection and welfare of their respective populations. He warned that administrative and/or criminal sanctions under applicable civil service laws, special laws, and/or the Revised Penal Code, await those who will defy the order.*
