Bacolod SP approves F2F classes

A resolution allowing face-to-face classroom instruction in all public and private elementary and secondary schools in Bacolod City subject to the strict observance of the minimum health protocols of mask wearing, social distancing and vaccination, was recently approved by the Bacolod Sangguniang Panlungsod.

The resolution authored by Councilor Renecito Novero, chairman of the Sangguniang Panlungsod Committee on Education, said the Department of Education has already allowed and encouraged face-to-face classroom instructions subject to minimum health protocols which each local government may impose or require.

It said face-to-face classroom instruction proved to be a much better approach to educate children in school.

Bacolod City has been placed under Alert Level 1 for some time already which thus signifies a welcome and safer environment for the conduct of face-to-face instructions between teachers and students and even among the students themselves, the resolution said.

There have already been many school administrators, including Division Schools Superintendent Reynaldo Gico, who have submitted requests for approval from the city thru the Sangguniang Panlungsod for purposes of conducting face-to-face classroom instructions in their respective schools. These requests have been granted by the SP by favorably endorsing the same to the Emergency Operations Center, it said.

The piecemeal request and approval for each school will rather delay and hamper the immediate and proper implementation of the face-to-face program of the DepEd among the elementary and secondary schools in the city which thus necessitates the passage of an omnibus resolution to that effect, the resolution added.

K-12 REVIEW

On a related note, the Bacolod SP urged the Congress of the Philippines and the Department of Education under the incoming administration to review the K-12 Program of education in the country.

The resolution authored by Councilor Renecito Novero said there is a growing sentiment among many parents and school children regarding the practicality of the K-12 Program of education in the country as it adds two more years to the financial burden of the parents and also adds two years to the academic requirements of the children which, thus largely affects their opportunity to finish earlier their respective target professions.

There is a need to review the K-12 Program of education in the country in the light of the current realities which might include the possible options, viz: integration of the senior high courses in the TESDA offered courses, the calibration of the years spent in senior high school for purposes of qualifying the same as integral part of the four year basic course in college, the conversion of the same as optional rather than mandatory for all, and as such other modes by which the very purpose of the K-12 Program may become more practical and profitable for the children and less cumbersome to the parents, it said.*
