The Bacolod Sangguniang Panlungsod approved on final reading yesterday the amendment of City Ordinance No. 440, Series of 2007, or “An ordinance for the Development of the Information and Communication Technology (ICT) in the City of Bacolod,” and increasing the budget provided in the ordinance.
The ordinance authored by Councilor Jason Isidro Villarosa and co-authored by Councilor Em Legaspi-Ang amended in particular Article 2, Section 1, and Article 6 of C.O. No. 440, Series of 2007.
It sufficiently shows that the ordinance must meet the demands of time by introducing amendments so as to revitalize the subject industry through the implementation of the spirit and purpose of the said ordinance, it said.
The City of Bacolod recognizes the significant contribution of the information and communications technology industry to the city’s local economy, and is eager to adapt to the continuing modernizations, with the assistance of DICT, which is more knowledgeable and equipped with up-to-date innovations in the industry, the ordinance said.
Article 2, Section 1, of City Ordinance No. 440, Series of 2007, which established the Information and Communications Technology Council of Bacolod City, was amended to be composed of the mayor or any officer he may so designate in his behalf as chairperson; and the chairperson of the SP Committee on Information and Communications Technology as vice chairperson.
The members will be composed of the Department of Trade and Industry (DTI), chair of the SP Committee on Education, chair of the SP Committee on Trade and Commerce, head of the Information & Communications Technology Office, Department of Education, Department of Information and Communications Technology (DICT), Technical Education and Skills Development Authority (TESDA), Commission on Higher Education (CHED), Academe Real Estate Industry, locators, business sector, energy sector, and telecommunication sector.
The ordinance increases the annual budget allocated by the city from P2,000,000 to P3,000,000 for purposes of this ordinance.*
