
The National Commission of Senior Citizens reminded government offices, financial institutions, and private establishments to recognize the digital National Senior Citizens ID (NSCID) as valid proof of identity for elderly Filipinos, allowing them to continue receiving discounts, value-added tax exemptions, and other privileges granted under the law.
In an advisory, the agency called on establishments and offices to recognize and accept the digital NSCID in all transactions and urged them to “strengthen awareness and compliance to prevent inconvenience and discrimination against older Filipinos.”
According to NCSC chairperson and chief executive Ma. Merceditas Gutierrez, “the digital National Senior Citizens ID is an official and legitimate government-issued identification designed to make services more accessible and convenient for our senior citizens.”
The digital ID is accessible through the eGovPH app, and may be used to avail of the 20 percent discount and value-added tax exemption on medicines, food, transportation, and other covered goods and services under NCSC Public Advisory No. 1, series of 2026. It may also be presented when accessing government assistance programs, benefits, and priority accommodations in public and private establishments.
Senior citizens may also use the digital NSCID for banking and other financial claims or in transactions where a senior citizen ID is required or commonly accepted, according to the NCSC.
Gutierrez said wider recognition of the digital ID would help prevent inconvenience and discrimination against older Filipinos claiming benefits and privileges.
“By shifting from physical IDs to a secure, app-based solution, the initiative minimizes bureaucratic hurdles, enhances service delivery, and reduces dependency on physical documentation,” the NCSC said.
As a country that has an unhealthy obsession with IDs, our government and private sector have to find ways to evolve and adapt so it is easier for Filipinos to engage in transactions where IDs are normally necessary. The digital National Senior Citizens ID can be a good starting point in weaning our systems from dependence on plastic cards that for some reason or another, always need regular replacement, resulting in unnecessary inconvenience and plastic pollution. If use of the digital NSCID can be normalized, along with the establishment of systems that can make IDs work better, whether it may be digital or plastic, it would be a significant development for Filipinos.*
