The Provincial Government of Negros Occidental is now in the process of requesting supplemental budget for the release of the 2023 Performance Based Bonus (PBB) to capitol employees.
Provincial Administrator Rayfrando Diaz II told media yesterday that the province was declared by the Department of Interior and Local Government (DILG) as eligible for the availment of the 2023 PBB.
“We are in Annex 2 of the DILG order as eligible for the availment of PBB; the only deficiency is the compliance of ARTA (Anti-Red Tape Act) certification,” he said, citing that the province was not listed in Annex 1 due to that reason.
Based on the PBB guidelines, in the Annex 2 category, regular and contract of service (COS) employees will receive an incentive amounting to 50 percent of their monthly salary.
Diaz also stressed that the province will file an appeal to the DILG to question the ARTA certification issue, which served as the reason that the eligibility of the province was dropped to the second level.
“Without prejudice, we will file an appeal that we are compliant with the ARTA; we were actually expecting that with the passing of SGLG (Seal of Good Local Governance), everything has been approved. But we discovered that it was not, so we just have to comply, and hopefully the 50 percent will be 65 percent,” he explained.
On Tuesday, after the long weekend, the province is set to submit to the Sangguniang Panlalawigan (SP) a request for a supplemental budget to allocate funds for the release of the incentives to the employees.
“We will not wait anymore. We will proceed to the processing of the supplemental budget to grant 50 percent of the basic monthly salary to all government employees, regular and casual,” Diaz added.
Diaz further said that the PBB will roll out before December this year, as he stated “this is good news for capital employees who deserve this PBB.”
BACOLOD BONUS
Bacolod City Government employees are also eligible to receive the Performance-Based Bonus based on a memorandum released by the Department of the Interior and Local Government (DILG).
Mayor Greg Gasataya explained that Bacolod City is included in the final list of those eligible for the PBB grant because the city has completed all the necessary requirements.
Bacolod City Administrator Atty. Mark Steven Mayo, confirmed the city’s receipt of the DILG memorandum.
He said that qualified employees for fiscal year 2023 will receive the incentive, which is 65 percent of their basic salary, to be determined by the City Budget Office.
They are now actively preparing all the necessary documents and requirements requested by the DILG to facilitate the release of the benefit.
To fund this incentive, the Sangguniang Panlungsod approved an Appropriation Ordinance that authorizes the allocation of P25 million for the PBB, which will be sourced from the Special Purpose Appropriation – Other Personnel Benefits Fund.*
