All Negros Occidental provincial government regular and casual employees will receive Service Recognition Incentives (SRI) of P10,000 each, which was approved by President Rodrigo Duterte, Provincial Administrator Rayfrando Diaz disclosed yesterday.
However, the gratuity pay of P3,000 each for job order employees and contract of service workers have yet to be approved by the Office of the President, Diaz said.
The provincial government of Negros Occidental already set aside funds for SRI, as well as for the gratuity pay, in case of approval for release, he added.
Diaz clarified that the SRI form part of the P65,000 additional bonuses given by the provincial government to its regular and casual employees.
Gov. Eugenio Jose Lacson and Diaz led on December 27 the distribution of 5-kilo rice and assorted foodstuff to each of the 1,300 job order and contract of service employees.
Diaz said that it came from the personal money of Gov. Lacson.
Under Administrative Order No. 45, which Duterte signed on December 24, Duterte approved the giving of a one-time incentive at a uniform rate of not more than P10,000.
Also eligible to receive the SRI, as stipulated in the executive order, are civilian personnel in national government agencies, including those in state universities and colleges and government-owned or controlled corporations, and members of various uniformed services.
The order states that civilian personnel must occupy regular, contractual, or casual positions and all personnel must be still in government service as of November 30 to avail of the incentives.
They should have also rendered a total or an aggregate of four months of satisfactory service as of November 30, inclusive of services rendered under prescribed alternative work arrangements.
Excluded from the grant of the incentive are individuals without employer-employee relationships and whose compensation is funded from non-personnel Services budgets.*
