The Provincial Government of Negros Occidental took a step towards digitalization as they signed a Memorandum of Agreement with Layertech Software Labs, Inc., a research and development company based in Albay, Philippines, becoming its first government global partner.
Based on an MOA, the company trained 10 facilitators from Negros Occidental Language and Information Technology Center (NOLITC) yesterday, to equip them with essential knowledge and skills regarding specialized courses.
Under the program, NOLITC will roll out the delivery and establishment of the Public Data Analytics course, the Harnessing the Power of the Digital Economy course for MSMEs, and the Learn2Code: Coding out of Poverty Programs.
Maria Jhian Sangil, Chief Executive Officer of Frei LayerTech, said this is a pioneering program in collaboration with NOLITC, their first-ever partnership with the government.
“We are giving all learning materials to NOLITC for free. We are training NOLITC facilitators to become accredited trainers of the program,” she said.
While Layertech has conducted output-based training since 2020 with international partners and private organizations, including the Chamber of Commerce, this is their first partnership with a government entity, having previously implemented training in countries like Papua New Guinea, Armenia, and various Arabic nations.
“In 2020, we started LayerTech Learning, basically a branch of our bigger company, and we have partnered it with 7 private universities in the Philippines because we see that even if we have good technology, if the people are not capacitated, it will all go to waste,” she added, citing the reason why they extended their initiative to the provinces.
The training courses are conducted by LayerTech to NOLITC free of charge, Sangil further added.*
