The sharing of the provincial government of Negros Occidental’s best practices with the Bacolod City government and other local government units got the approval of Gov. Eugenio Jose Lacson, Provincial Administrator Atty. Rayfrando Diaz disclosed yesterday.
Two Bacolod City Government Center executives, City Legal Officer Atty. Romeo Carlos Ting and Atty. Pacifico Maghari, the City Administrator, yesterday met with Diaz at the Provincial Capitol in Bacolod City to discuss the synergy between the BCGC and the province, as another sign of collaboration between the two LGUs, following the election of Alfredo Abelardo “Albee” Benitez as the city mayor.
Benitez earlier expressed his interest to adopt the Capitol Cab service scheme of the provincial government, a ride-hailing service for its employees.
Diaz however said the Capitol Cab scheme is a system that requires a good manager, stressing that he will not give it easily to anybody.
“Our system and personnel both have to fit each other. No matter how good is the system, if it will be used by the wrong people, or falls into the wrong hands, it will never work,” he said.
Diaz, a pro bono consultant of the administration of Mayor Albee Benitez, explained that the Capitol Cab is an in-house app, developed without much cost to the government.
We can have the control of the elements and features of the system. At any time, we can edit, improve or adjust, depending on the time, or needs. And we are willing to share this with any local government units and the city of Bacolod, he added.
“The province is willing to help and assist. But the right personnel for the job has to be trained,” Diaz stressed.
Aside from the Capitol Cab scheme, Diaz said that Gov. Lacson also gave his approval on the sharing of Personnel Information and Government Procurement, which are all “digitalized.”
He recalled that the provincial government of Romblon also expressed their interest in adopting the one Hospital Command system of the province of Negros Occidental.
Diaz is a consultant of Benitez for administrative matters and systems review, Dr. Mary Ann Maestral is consultant for health and hospital concerns, and Lucille Gelvolea is consultant for special projects and economic affairs.*
