Cash incentives approved for Bacoleño topnotchers

An ordinance granting cash incentives to examinees who excel in either the Bar or Board examinations and are declared topnotchers by either the Supreme Court of the Philippines or the Professional Regulation Commission (PRC), respectively, was recently approved by the Bacolod Sangguniang Panlungsod on the third and final reading.

The ordinance authored by Councilor Israel Salanga and co-authored by Councilors Em Ang, Cindy Rojas, Renecito Novero, and Ayesha Villaflor said that students from Bacolod City have produced topnotchers in both bar and board examinations administered by the Professional Regulation Commissions (PRC), which is usually dominated by schools from Luzon and the National Capital Region (NCR).

Having a topnotcher in an examination taken by thousands of examinees not only gives pride and honor to the school but also to the hometown of the student, it said.

The Bacolod City Government would like to give extra motivation through cash incentives to Bacolod City students to push them harder in getting the pride and honor the student and the city will gain, the ordinance said.

It said cash incentive will be given to eligible students according to the following: Top 1 will receive P50,000; Top 2 to 5 – P30,000; Top 6 to 10 – P10,000.

The examinees who are declared topnotchers will be given recognition certificate by both the Office of the City Mayor and the Sangguniang Panlungsod through the Office of the Vice Mayor, the ordinance said.

The requirements to be eligible for the benefit of this ordinance will be the following:  He/she must be born in Bacolod City, must have been a graduate from secondary school in a school situated in Bacolod City. Either he/she or his/her parents is a registered voter of Bacolod City, and he/she must present a certificate or any document issued by either the Supreme Court or the PRC proving the fact that he/she is a topnotcher as defined by this ordinance, it said.

In case there are changes made by either the Supreme Court or the PRC which will deviate from the traditional ranking of top 10, the City Mayor is given the power to decide whether to give an amount not exceeding P50,000 to examinees who are given recognition for his/her exemplary or excellent performance in either the board or bar examination in which he/she is taking, the ordinance said.

The city will appropriate funds to be taken from the donations coming from the City Mayor’s Office to be given as cash incentives to examinees who are declared topnotchers as per this ordinance, it added.*
