City Council nominates Sy to PLEB

A resolution nominating Councilor Psyche Marie Sy as a member of the People’s Law Enforcement Board, was recently approved by the Bacolod Sangguniang Panlungsod.

Authored by Councilor Al Victor Espino, the resolution said R.A. 8551, or the Philippine National Police Reform and Reorganization Act of 1998 mandates every local government to establish the People’s Law Enforcement Board (PLEB).

The same law established the PLEB’s composition as follows: any member of the Sangguniang Panlungsod;  any barangay captain who will be chosen by the Association of Barangay Captains; three other members who are removable only for cause shall be chosen by the Peace and Order Council from among respected members of the community known for their probity and integrity, one of whom must be a woman, one a member of the Bar, or in the absence thereof, a college graduate, or the principal of the central elementary school in the locality, it said.

Based on the provision of R.A. 8551, “the term of office for the member of the PLEB will be three years from assumption of office, until their successor will have been chosen and qualified, the resolution said.

The City Peace and Order Council is yet to choose its three representatives for the PLEB, it said.

To complete the membership of the PLEB, there is a need for the Sangguniang Panlungsod of Bacolod City to designate its representative, the resolution added.*
