The Bacolod Sangguniang Panlungsod is urging the Bacolod Transportation and Traffic Management Department (BTTMD), to strictly enforce road safety laws and traffic rules in Bacolod City, in view of the alarming increase in reported road crash injuries among young riders.
Authored by Councilor Em Ang, the resolution said the Department of Health (DOH) recorded an alarming increase in road crash injuries among young riders, totalling 1,113 road crash injuries from December 21, 2025, to January 2, 2026, an 82 percent increase compared to the same period last year.
According to the DOH, 508 cases (almost 50 percent) involved young people aged 15 to 29 years old. Meanwhile, 965 (around 87 percent) did not use safety accessories like helmets and seatbelts. Four out of seven people, who died in separate incidents, were aged 16 to 26, and six of these involved motorcycles, including a pedestrian, it said.
It is the duty of the Bacolod City Government to ensure the safety and well-being of its citizens, the resolution said.
The BTTMD is responsible for enforcing traffic rules and regulations in the city, it said.
The resolution also specified the list of traffic rules and regulations that should be strictly enforced by the BTTMD.*
