City Council seeks COA review of CIF policy

A resolution requesting the Commission on Audit (COA) to review their policy concerning intelligence funds and confidential funds in the light of their constitutional and legal mandate, was approved by the Bacolod Sangguniang Panlungsod Wednesday.

Authored by Councilor Renecito Novero, the resolution said there are currently brewing issues involving intelligence and confidential funds of certain government agencies and offices.

The sovereign Filipino people are entitled to know how their money is used by these offices and agencies that are duty bound to serve them, it said.

If not properly checked, these moneys could be “unintelligently” spent and “confidentiality” wasted to the incalculable detriment of the Filipino people at large, the resolution said.

The Sangguniang Panlungsod requested COA to recommend to Congress appropriate measures that will ensure the responsible use of intelligence and confidential funds to the end that they shall be beneficial to the Filipino people at large and thus, avoid the abuse of the funds by the select group of users.

It also requested that copies of the resolution be furnished to the local, regional, and central offices of COA, the Senate president, and the House of Representatives with dispatch.*
