The Bacolod Sangguniang is requesting the Land Transportation Office (LTO) Bacolod Office, the Bacolod City Police Office, and PNP Highway Patrol Group to intensify the enforcement of Republic Act No. 10568 or the “Anti-Drunk and Drugged Driving Act of 2013” in the City of Bacolod during the celebration of the 2024 MassKara Festival.
The resolution authored by Councilor Claudio Jesus Raymundo Puentevella said Section 5 of Republic Act No. 10568 or the Anti-drunk and Drugged Driving Act of 2013 provides that it shall be unlawful for any person to drive a motor vehicle while under the influence of alcohol, dangerous drugs and/or other similar substances.
Republic Act No. 7160 or the Local Government Code of 1991 provides that the Local Government Units shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare, it said.
It is expected that during the celebration of the MassKara Festival, numerous tourists and residents will consume alcohol in various establishments within the city, the resolution said.
Driving under the influence of alcohol and other intoxicated substances would impair a driver’s perception and reduce the ability to judge distance, speed and the movement of other vehicles which can cause fatal road accidents which is detrimental to the safety of the general public, it added.*
