City hall probes outsider involvement in JO payroll

The Bacolod City Legal Office will launch an investigation into a reported system violation where a private individual is allegedly assisting in the payroll of Job Order (JO) workers.

The investigation was triggered yesterday by an incident that occurred at the Bacolod City Government Center lobby during the release of salaries.

A private individual was seen holding the payroll for the JO workers, mostly under the Bacolod Environment and Natural Resources Office.

City Legal Officer Atty. Karol Joseph Chiu, together with City Administrator Atty. Mark Steven Mayo, immediately acted on the complaint, and stressed that the processing of salaries for JO workers is an official government activity that must not be handled by any private person.

Chiu has already requested an incident report from the City Treasurer and urged immediate corrections to the current system.

He instructed JO workers that their salaries should be claimed exclusively from the cashier at the Treasurer’s Office, not from any private individual. He is currently gathering all pertinent documents related to the complaint.

Meanwhile, Mayo emphasized the need for integrity and respect for the city’s official processes.

“We should not disrespect the city’s process,” he said.

Mayo urged the employees to report if they are being forced to receive their wages from private individuals instead from the City Treasurer.

Chiu and Mayo reminded the employees that they must receive their full salaries.*
