The proposed bill promoting community-based lifelong learning, co-authored by Rep. Francisco Benitez (Neg. Occ., 3rd District) was recently approved on second reading by the House of Representatives.
Benitez said that House Bill 9004 provides a national framework that will help develop institutions and infrastructure to become learning cities, including establishing community learning centers to host adult education programs and enable blended or distance learning through digital technologies.
He said he believes that learning is continuous and happens throughout life and everywhere, beyond the confines of the school and institutional programs.*
