Christian Nagaynay, Bacolod City Interior and Local Government Director, called on barangay officials to be responsible in following and implementing road clearing operations protocols and directives from the city and DILG.
“We urge them [barangay officials] that they need to always look back at their responsibilities. The DILG’s and the city’s efforts in reminding them are sufficient. Their services should not be hampered and should not be denied to their constituents,” Nagaynay said in an interview.
The implementation is the duty of the barangays to allow them to maximize their authority over their respective areas. However, sanctions will be imposed if complaints arise due to the negligence or noncompliance of duty of the barangay officials in implementing the city’s initiative.
The Office of the Mayor on July 11 signed the Executive Order No. 015, an order for the clearing of obstructions on streets and roads in the City of Bacolod. The EO stated that the DILG has the power to impose administrative sanctions against barangay officials who neglect their responsibility in the concerned executive order.
Moreover, the DILG, together with its assessment team, the City Legal Office (CLO), and the Bacolod Traffic and Transport Management Department (BTTMD), is set to visit several barangays on July 25 to ensure the proper and strict implementation of road clearing operations.
“We are making sure that our initiative will push through and will be sustained, not just as a one-time big time, but we will have monitoring and evaluation,” he added.*
