The Department of Social Services in Bacolod City can deliver the funds for the second tranche of the Social Amelioration Program to the homes of beneficiaries who are not capable or fit to claim the assistance personally, DSSD Bacolod head PacitaTero said.

She said they have made “home deliveries” to about 35 beneficiaries of the SAP during the first day of distribution Thursday.

While waiting for her turn to receive her SAP assistance on Thursday, 87-year-old Aurelia Magbanua of Purok Sabes, Villamonte was rushed to the hospital where she died after she slumped on her chair in the Villamonte gym.

Her daughter, who was with her, said her mother was over excited to receive the assistance that day and was even dancing before she left her house.

Tero said that on the first day of the distribution of the second tranche of SAP, they were able to pay out 24,000 SAP beneficiaries in numbered barangays out of their target 25,000 beneficiaries or about 97.75 percent. The remaining beneficiaries will receive the assistance today.

The SAP, provided for under the Bayanihan to Heal As One Act, amounts to P6,000 each over two months for qualified beneficiaries.

The second tranche will benefit 97,266 Bacoleños while the first tranche, with an initial release of P588.9 million, benefitted 98,143 residents.

The total releases for Bacolod mounts to about P1.3 billion.

A total of P188.5 million will go to the 15,713 who were listed as “left out” or those who did not avail of the first tranche. They will receive P12,000 per family which is equivalent to two months.

Meanwhile, Tero said they have strategized to make the distribution of the SAP more systematic with the barangay officials, police, DSWD, and Department of Interior and Local Government.

She said they have assigned a teller to every pay out center who can cater to 200 beneficiaries for half a day. If there are 2,000 beneficiaries they will assign 10 tellers to cater to them.

Every barangay should also initiate their own strategy to make the release of the SAP more systematic like perhaps implementing color coding scheme, Tero added.*
