Thousands of Grupo Progreso supporters are expected to troop to the Bacolod Reclamation Area beside the Pope John Paul II Tower to join the Mayor Evelio Leonardia-led Tribu Pulahan during its miting de avance at 5:30 this afternoon.

The Grupo Progreso miting de avance will be preceded by a 3 p.m. mass to be officiated by Fr. Jerryvel Celestial at the San Sebastian Cathedral.

Leonardia will be joined by congressional aspirant Dan Atayde, his running mate and re-electionist Vice Mayor El Cid Familiaran and candidates for councilor Em Ang, Archie Baribar, Jonathan Diaz, Ed Guillem, Carl Lopez, Cashmere Montalvo, Renecito Novero, Dindo Ramos, Cindy Rojas, Israel Salanga, Marlon Solidum and Dr. Chris Sorongon.

Leonardia will center his speech on economic recovery with focus on job generation and the establishment of new growth centers; health, education and social services centering on primary healthcare services in the barangays; financial assistance and low-cost and free housing for indigents and informal settlers; the Smart City framework for more effective governance by digitalizing permits, licenses and payment processes.

Under his watch, Bacolod has reaped numerous national awards including the Top Most Competitive City in the Philippines in 2006, 2017, 2018 and 2020; Best Performing LGU in Western Visayas in 2020; the Best Place to Live in the Philippines in 2008; the Best Performing City with Excellence in Local Governance in 2009, 2018 and 2019; four-time Seal of Good Local Governance awardee and most recently, awarded as the Most Business-Friendly LGU in the Philippines by the Philippine Chamber of Commerce and Industry.

This year, Leonardia was also hailed as Asia’s Outstanding Public Servant and Advocate for Peace and Governance of the Year during at the 5th Asia Pacific Luminare Awards.

The city’s effective management of the COVID-19 pandemic also received national recognition with the Department of Health citing Bacolod for having the most prepared vaccination plan in Western Visayas through its best practices including the establishment of the first hospital-based level 3 biolab in the Philippines, mall vaccinations and the roll-out of VAX-i mobile vaccination buses and the creation of the One Hospital Command, the COVID-19 Vaccination Council and the Bacolod City Inter-Agency Task Force headed by Vice Mayor El Cid Familiaran.

Familiaran, on the other hand, will tackle the many challenges he had encountered during the campaign period including the test on his character, loyalty to Mayor Leonardia and sincerity to Grupo Progreso.

Leonardia is seeking reelection with the support of multi-sectoral groups, including pastors, lay ministers, all major market associations and majority of the barangay captains and kagawads from Bacolod’s 61 villages.*
