An ordinance assigning permanent guards in all public parks in Bacolod City was approved by the Bacolod Sangguniang Panlungsod on first reading recently.
The ordinance authored by Councilor Em Ang said the national government through the Department of Budget and Management (DBM) has disbursed P10 million to the City of Bacolod for the beautification of the Bacolod City Public Plaza and P9 million for the rehabilitation of the Bacolod City Rizal Park which are designated by the city as public parks.
Currently, there are no guards assigned to any of the public parks in the city and the same may be subject to vandalism, property damage and any equivalent acts from lawless elements, it said.
It is necessary for the City Government of Bacolod to assign permanent guards to all public parks under its jurisdiction and control to avoid any above-mentioned acts from some bad elements entering said public parks, the ordinance said.
The ordinance will be known as the Bacolod Parks Protection Ordinance, it said.
The Office of the City Mayor will designate any suitably qualified regular permanent employee or job order employee that he may deem fit for the position defined by this ordinance, it added.
The funding of this ordinance will be initially taken from the Office of the City Mayor and subsequently from the Office where the plantilla item or job order appointment of the assigned employees are taken from, the ordinance also said.*
