IN NEG. OCC. | ‘Budget won’t exceed PS cap’

The proposed Negros Occidental provincial government budget for 2021 will be very balanced, and will comply with the required Personal Services (PS) cap, Provincial Administrator Rayfrando Diaz said yesterday.

The Department of Budget and Management in the past, has called the attention of the Negros Occidental provincial government for failure to comply with the PS cap in its annual budget.

The PS cap refers to the maximum salaries and benefits for employees of a local government unit.

The Local Government Code provides that total appropriations, whether annual or supplemental, for personal services of the provincial government should not exceed 45 percent of its budget.

Diaz said the PS fund for the 2021 budget is P1.6 billion, or 45 percent of the budget.

Set for the Maintenance and Other Operating Expenses (MOOE) accounts is P1.3 billion, he said.

Diaz , however, said a copy of the budget for 2021 and the proposed total amount will be available later this week.

He said, the submission of the proposed budget for the approval Sangguniang Panlalawigan is within schedule.

While Negros Occidental is expected to have a higher Internal Revenue Allotment next year, its earnings from its Economic Enterprise Development facilities have been severely affected by the COVID-19 pandemic, Diaz said.

He cited the Mambukal Resort that is no longer earning for the province since it has been converted into a quarantine facility.

Meanwhile, he said the bonus of provincial government employees for December is not expected to be as large as what was granted last year.

Austerity measures have to be adopted to meet the expenses needed in the fight against COVID-19 and the maintenance of quarantine facilities, he said.*
