Business establishments in Bacolod City are required to comply with local ordinances, such as the CCTV Ordinance, before the annual renewal of their business permits, Councilor Al Victor Espino said yesterday.

Espino, chairman of the Sangguniang Panlungsod Committee on Security and Police Matters, said he is proposing a revision ordinance to consolidate all CCTV ordinances in Bacolod City that he hopes his committee could submit to the SP for second reading in the coming session.

Espino said this will require the installation of high definition CCTV cameras on financial and banking institutions, lending institutions, and other similar businesses.

Earlier, the Bacolod City Police Office furnished the Business Permits and Licensing Office with a list of pawnshops and lending institutions that have been found to have violated City Ordinance No. 600, series of 2002, that requires all pawnshops and lending institutions, and other business establishments in Bacolod City to install closed-circuit televisions in their premises.

In his letter to Permits and Licensing Division head Stella Rose Rayos dated Feb. 11, BCPO director, Col. Manuel Placido, said the installation of CCTVs is basically part of their anti-criminality campaign. The police believe that the implementation of the CCTV Ordinance can contribute to the prevention or occurrence of crimes in the city, and assist police investigation to easily solve crime incidents, he added. Placido said that records of crime incidents of the BCPO show that pawnshops and lending institutions being targeted by criminal elements, particularly robbers, are those with defective CCTV cameras or those that have not installed one at all.*
