Despite facing opposition to the proposed P2 billion loan to fund the “flood-free” project, the city government of Kabankalan formalized a loan agreement with the Development Bank of the Philippines (DBP) on Tuesday, during a ceremonial signing.
Kabankalan Mayor Benjie Miranda stated that the agreement strengthens the city’s efforts to pursue flood control initiatives and infrastructure projects, aimed at building a safer and more resilient Kabankalan.
The loan is part of the Miranda’s administration’s efforts to find a solution to the city’s long-standing flooding problem.
During the signing ceremony, the mayor described the partnership as a foundation for sustained cooperation in advancing local development.
During the proposal of the loan last year, half of the Sangguniang Panlungsod (SP) of Kabankalan voiced opposition to the project, while the other half voted in favor.
Those who opposed the project were Councilors Ann Marie Zayco, Joan Cagape, Marie Vic Anacan, Jenelyn Sacadan, Ernie Libona, and Adolfo Mangao Jr.
Despite the opposition, the loan was approved, as Vice Mayor Divina Gracia Miranda noted that the initiative reflects the city’s commitment to long-term progress for future generations.
Present during the signing were members of the SP and representatives from DBP.*
