Lift cease-and-desist order, resort owner requests CLO

“Lift the cease and desist order,” Andres Tacolod, owner of the resort being developed at the Sum-ag riverbank in Barangay Pahanocoy, appealed after the Bacolod City Legal Office ordered the stoppage of the project last week.

In a letter addressed to CLO Enforcement Unit head, Reuben Mikhael Sabig, Tacolod lamented that he was not given the opportunity to air his side.

He said the road development and improvement, from the main road going to Sum-ag River, was passable, contrary to allegations, while pipelines for wastewater were installed.

Tacolod also said that they installed water facilities for use by locators and families at the end of the road near the river, and also put up lighting facilities in the area.

As to the issue on siltation, Tacolod noted that they had sand bagging in place to protect the shoreline.

Other measures he mentioned were backfilling along Sum-ag River as protection against soil erosion and uprooting of mangrove trees during heavy waves or flooding, and excavation and widening of roads.

Earlier, Sum-ag Brgy. Captain Rodney Carmona filed a complaint before the Department of Environment and Natural Resources Office against the resort development project, saying that it will affect the livelihood of people living nearby.

Carmona said the fisherfolk also launched a campaign against the resort, adding that it will narrow water passage and will cause environmental destruction.

But Tacolod said the residents of Brgy. Pahanocoy did not complain against the resort, and they were, in fact, happy about it since it will create business activities and employment opportunities. He added that the petition of the fisherfolk sent to the CLO and DENR was undated and has no signatures of the petitioners.*
