LTO issues show cause to illegal trash dumper

The Land Transportation Office–Negros Island Region (LTO-NIR) has served a show cause order to the registered owner of a vehicle involved in a viral illegal trash dumping incident at the BREDCO reclamation area.

The order was served by the agency’s Intelligence and Investigation Unit at a residence in Kametal Road, Barangay Bata, Bacolod City.

The LTO-NIR initiated the move to investigate potential violations of environmental laws and transportation regulations linked to the registered owner.

Although the respondent was not present at the time, the order was received by a family member after the contents were duly explained by personnel.

The administrative action follows a widely circulated video showing four men dumping construction debris from the truck, which caught the attention of Bacolod City Mayor Greg Gasataya.

The agency urged the public to remain vigilant in reporting such incidents to support environmental protection efforts.

Meanwhile, the Bacolod City Legal Office and the Bacolod Environment and Natural Resources Office have already imposed local penalties.

The truck owner apologized and admitted to instructing his workers to dump the waste and was subsequently ordered to pay a P2,500 fine and an additional capacity fee, alongside a mandate to remove the dumped debris.

Moreover, Gasataya said the Bacolod Environment and Natural Resources Office will install 24 large steel bins across several barangays and requires officials to first commit to monitoring these areas to prevent illegal dumping.*
