The resolution, authored by Councilor Al Victor Espino, said that mental health services are clearly lacking, and both human and financial resources are still inadequate.

Under Republic Act 7277, as amended, or the Magna Carta for Disabled Persons, there is a need to include mental health in the public health and hospital system in order to render available, accessible, affordable, and equitable quality mental healthcare and services to constituents, especially the poor, underserved, and high-risk population, the resolution added.*CGS
