Moises Padilla passes rules for firecrackers, boom truck rental

The Sangguniang Bayan of Moises Padilla passed new ordinances for boom truck rentals and finalizing strict safety rules for firecrackers following a public hearing led by Vice Mayor Felix Mathias Segundo Yulo III.

The Boom Truck Rental Ordinance was immediately approved to create a transparent system that recovers operating costs and funds maintenance.

Government agencies will be charged P1000 per hour, while private individuals or entities will be charged P1,500 per hour, with both rates inclusive of fuel.

An additional distance surcharge of P100 will be applied for distances beyond five kilometers from the Municipal Disaster Risk Reduction and Management Office.

The ordinance mandates a process that includes a request to the mayor and payment to the municipal treasurer, and establishes penalties for damage.

Meanwhile, the “Moises Padilla Firecracker and Pyrotechnic Device Regulation Ordinance of 2025” also cleared its final review.

After reaching a consensus with public hearing attendees, the council agreed to limit the use of designated firework zones solely to the New Year celebration period.

The ordinance contains strict measures to enhance public safety, including banning sales to persons under 18 years of age and restricting the use of firecrackers to only one designated “Community Firework Display Zone” per barangay, applicable only during the New Year celebration.

It also prohibits firecracker use in densely populated areas like residential zones, schools, and markets at all other times.*
