Vice Mayor Ian Villaflor has questioned the move of the Sangguniang Bayan of Moises Padilla in Negros Occidental to slash its own P2.1 million budget for 2024, which he said was already approved on second reading by its members.
Based on their internal rules, Villaflor stressed that there should be no amendments of the budget on the 3rd and final reading, except for the nominal voting for its approval. At the same time, he also dismissed it as “illegal.”
He disclosed that the budget slashing affected the Sangguniang Bayan most, where the budget for job order and casual employees, fuel and lubricants was reduced to P1 each.
There was no reason given for the slashing of the budget, Villaflor said.
He has sought the opinion of the Department of Interior and Local Government regarding the matter.
During the committee hearing initiated by the Sangguniang Panlalawigan of Negros Occidental, where he raised the issues, he claimed that members of the Sangguniang Bayan were admonished for their illegal move.
Villaflor aired his suspicions that politics is behind the move of the Moises Padilla municipal council, where he serves as the presiding officer, to reduce its own budget.
He said the move of the town council came after he left the party of incumbent Mayor Ella Garcia Yulo.
Villaflor and Yulo have been running mates since 2019.*
