NegOcc still under ‘green category’ – NOCPPO

Negros Occidental is still under the green category, or areas without election-related security concerns, according to provincial police director P/Col. Rainerio de Chavez.

However, the central office of the Commission on Elections had earlier identified Cauayan, Calatrava, Sipalay City, Isabela, and San Enrique in Negros Occidental as areas of concern for the May 12 national and local elections.

The Philippine National Police (PNP) employs a four-tier color-coded system to classify election areas of concern, such as yellow category (areas with history of election-related incidents), orange category (areas with serious armed threats), red category (areas with serious armed threats and history of election-related incidents), and green category (areas without election related security concerns).

De Chavez said that the Provincial Joint Security Coordinating Center will soon meet to further re-assess the peace and order situation in the province, as far as the upcoming elections are concerned.

As of now, he said they are expecting that the elections in Negros Occidental to be peaceful and orderly, as they have not monitored the existence of any private armed groups (PAGs) in the province.

All the PAGs had already been disbanded, De Chavez said.

But he said they will adjust their security measures, in case needed.

In compliance with the directives of Camp Crame, the Negros Occidental Police Provincial Office also spearheaded the signing of peace covenants among candidates, starting in Valladolid town, and to be replicated in other local government units of the province.

The implementation of Comelec gun ban and campaign against loose firearms has led to the arrest of 10 violators in Negros Occidental, since the start of the election period on Jan. 12, De Chavez said.

Pending issuance of the implementing rules and regulations for the creation of the Police Regional Office Negros Island Region, NOCPPO remains under the supervision of the Police Regional Office 6, he added.

Upon activation, the PRO NIR, also known as Police Regional Office 18, will have its temporary headquarters at Camp Alfredo Montelibano Sr. in Bacolod City, De Chavez said.*
