No prima facie evidence vs. former treasurer

Former Negros Occidental Provincial Treasurer Nilda Generoso may now process her retirement claims and other benefits.

This was after Provincial Legal Officer Alberto Nellas Jr. said yesterday that there was no prima facie evidence against Generoso, in connection with the alleged illegal removal of government documents from the Treasurer’s Office at the Capitol in Bacolod City, days before her retirement last year.

Nellas said that Generoso was able to prove that she did not authorize a job order employee assigned at the Treasurer’s Office to dispose of government documents from that office.

The results of the preliminary investigations also showed that the government documents the JO tried to disposed of were for “information only”, Nellas said, although those were still government papers.

He added that newly-installed Provincial Treasurer Amy Grace Bolivar also told them that the concerned government documents will not affect her function as PTO head.

SHOW CAUSE ORDER

Nellas, however, said the PLO will issue a show cause order against the JO employee to explain his action.

On Nov. 26 last year, a security guard at the Capitol intercepted the JO worker carrying two black bags and one white sack out of the PTO, that were later found to contain summary 2016 collections, raffle coupons for real property taxpayers, presentation documents, taxation booklets, BLGF rulings, expropriation papers, and receipts, among others.

Meanwhile, Nellas said they are targeting to complete their investigations against former Provincial Budget Officer Jose Percival Salado and Ma. Mina Pellejo, former head of the Negros Occidental Comprehensive Health Care Program (NOCHP) in May this year. He said that Governor Eugenio Jose Lacson has 45 days to decide on the cases of Salado and Pellejo, based on the results of the PLO investigations.*
