NOCPPO denies being uncooperative to CHR

Negros Occidental provincial police director PCol. Leo Pamittan has denied claims that they are “uncooperative” in the probe being conducted by the Commission on Human Rights, in connection with a recent encounter in Kabankalan City that claimed the lives of six suspected New People’s Army rebels.

Pamittan explained that the CHR was looking for the case folder of the incident, based on the information relayed to him by the Kabankalan police, and not the police blotter or spot report, which they cannot provide, considering that it is still under investigation.

Vincent Parra, officer in charge of CHR Negros Occidental, earlier said he was denied a copy of the police blotter, which he tried to secure from the Kabankalan police.

The CHR expressed dismay at the “uncooperative attitude” of the Kabankalan Police Station in its independent investigation into the encounter between suspected NPA rebels and Army soldiers on September 21 in Barangay Tabugon, Kabankalan City.

It is not proper to divulge it (the case folder), pending results of the firearms verification and ballistic examinations, Pamittan said.

Regarding information gathered by intelligence operatives, he said they learned the tricycle used by the rebels is not registered and the driver has no license to drive, he added.

The driver was later identified as Ruben Gaitan of Brgy. Camansi, Kabankalan City. He was among those six killed in the gunbattle with Army soldiers.

Those were the circumstances why cannot release such vital information, since it is still under probe, Pamittan further said.

As soon as we wrap up the probe, he said they will comply with the request of CHR, with permission from headquarters, he stressed.

The Army’s 3rd Infantry Division had earlier assured its full support into the probe on the death of six New People’s Army rebels in Kabankalan City.

Pamittan assured the CHR of NOCPPO cooperation in their independent investigation of the incident.*
