An ordinance establishing policies to reduce food waste, promote responsible sourcing, composting, food donation, and food education initiatives, was recently passed by the Bacolod Sangguniang Panlungsod on first reading.
Authored by Councilor Em Ang, and co-authored by Councilors Jude Thaddeus Sayson and Jason Isidro Villarosa, the ordinance said food waste remains a significant challenge in Bacolod City, contributing to environmental degradation and inefficient resource utilization.
A substantial portion of food produced is wasted, while many residents and community members experience hunger and food insecurity, it said.
Sustainable food practices, including responsible sourcing, compositing, and food donation can help reduce waste and support local food security initiatives, the ordinance said.
It is the policy of the city to promote environmental sustainability, public health, and community well-being through effective waste management and food security programs, it said.
Involving stakeholders such as business, non-government organizations (NGO’s), educational institutions, and residents is essential for the success of these initiatives, the ordinance said.
Government-led efforts, incentives, and awareness campaigns are vital to encourage responsible food practices and reduce food wastage in the city, it said.
The City Environment and Natural Resources Office (CENRO) will oversee the implementation of this ordinance, while the city will allocate funds for its implementation, including grants, subsidies, and partnerships with private sectors, and NGOs.
Any violation of the ordinance, such as improper waste disposal or failure to participate in established programs, will be subject to appropriate sanctions, including fines, penalties, or suspension of permits.*
