P256M waste hauling deal up; mayor gets SP okay

The Bacolod Sangguniang Panlungsod has authorized Mayor Evelio Leonardia to sign the contract of IPM-Construction Development Corp.(IPM-CDC) with the city for the collection, hauling, and disposal of garbage for the amount of P256 million.

Councilor Wilson Gamboa Jr. said yesterday that the approval was unanimous. However, he qualified his affirmative vote on the authorization they have given the mayor to sign the contract for the management and operation of the sanitary in Barangay Felisa.

Gamboa said they are placed in a position where they have no other choice but to approve the contract.

He pleaded and implored IPM that it improves its service and increase the efficiency of its performance. Otherwise, they have to leave it to the barangays to remedy the problem of collection which they are incapable of doing once IPM reneges in its obligation, he said.

LONE BIDDER

IPM-CDC was the lone bidder for the collection/hauling and disposal of garbage.

Earlier, Horace Yap, consultant of IPM-CDC, said that the new contract is effective from May 1 until Dec. 31 because the previous contracts for the extension will lapse on April 30. He said the IPM-CDC bid price for the 8-month contract for the collection, hauling, and disposal of garbage was P191,978,632.86. For the management, operation, and maintenance of the sanitary landfill, the bid was P63.9 million.*
