P30K CNAI bonus for Capitol employees

Regular and plantilla casual employees of the Negros Occidental provincial government are receiving a P30,000 Collective Negotiation Agreement Incentive (CNAI), according to Randy Piaceta, president of the Progressive Alliance of Capitol Employees.

The granting of CNAI should be strictly in accordance with budget circular No. 2024-4 dated November 11 this year, issued by the Department of Budget and Management.

During a meeting of the Committee of Employees Organization – Management Consultative for the grant of CNAI, it was revealed that the province of Negros Occidental is qualified for the grant of such benefits, based on conditions prescribed by the DBM.

As certified by the Local Finance Committee, the balance from the allowable MOOE (Maintenance and Other Operating Expenses) allotment, as of Nov. 21 this year, is P81 million, which has become available as a result of cost cutting system improvement measures identified in the CNAI, which was the result of the collective efforts of the management (provincial government) and  employees, according to a resolution approved by the Committee of Employees Organization-Management Consultative, for the grant of the CNAI.

PACE will provide the internal guidelines in the availment of CNAI, with any excess amount from the MOOE allotted after payment of CNAI to be reverted to the General Fund.

Peacita said they are still waiting for the announcement of Governor Eugenio Jose Lacson on December 13, whether there are still additional bonuses for Capitol employees. He recalled last year that they received a total of P55,000 in bonuses from the provincial government.

Dec. 13 is the birthday of Gov. Lacson and the Christmas party of Capitol employees.

Lacson earlier said that he is still awaiting guidelines from the Departments of Interior and Local Government and Budget and Management, in the granting of performance-based bonuses for Capitol employees.*
