The Provincial Alliance of Capitol Workers filed yesterday administrative complaints against former Provincial Human Resource Management Officer Annabelle Palic before the Office of the Governor, for alleged acts of oppression prejudicial to public interest, and grave abuse of discretion.
The filing of complaints against Palic, that was unanimously approved by the members of the board of directors of PACE, through a resolution, stemmed from the accusations of some aggrieved Capitol employees, including those already retired, against her, its president, Renelo Lastierre, said.

“We believe that her continued existence in the provincial government will be prejudicial to the interest of the Provincial Government, and will do more harm to the administration of Gov. Eugenio Jose Lacson,” Lastierre said, adding that the morale of Capitol employees will be uplifted if their complaints are given due consideration.
Lastierre said that Palic was removed by Lacson as HRMO and reassigned her to his office, after 694 Capitol employees signed the petition against her.
The employees executed sworn statements alleging that they were deprived of leave credits during the Covid-19 pandemic, while retirees encountered difficulties in accessing their documents, and that constitutes oppression, he added.
The PACE claimed that the entire workforce believes that the character and attitude of Palic is never fit to be part of public service, or as a public servant, because she never had the heart and compassion for workers of the province, and she had continuously displayed such arrogance to workers’ plight, that affects the productivity and working environment in the provincial government.
Palic could not be reached for comment, as of press time.
Lastierre also said they will file administrative and criminal complaints against her before the Office of the Ombudsman.
The PACE also welcomes the “reforms for all” being undertaken by the provincial government, rehabilitating the core attitude to serve than be served, and restoring the integrity and virtues of public servants, it added.*
