Project Paglaum, first coined as Project Hope in 2020, is a 3-phase initiative of the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) to establish the Basic Comprehensive Center for Cardiovascular Care pursuant to the Philippine Health Facility Development Plan 2020-2040 and the Health Sector Strategy 2023-2028.
A milestone of its Phase 2 is the first cardiovascular surgical mission on May 29 to June 2. This project has the following benefits: patients will gain access to the best possible care with resources provided by the Philippine Heart Center (PHC) which is not available on the island, and CLMMRH will be able to gradually develop its capacity and capability as a Basic Comprehensive Center for Cardiovascular Care.
The PHC team includes Dr. Gisel Catalan, Dr. Engelbert Jardinico, Dr. Micahel Louis Burdador, Dr. Vernilo Libago, Dr. Romy Alvarez, Dr. Grace Catalan, Dr. Melissa Caranto, Dr. Roberto Enrico Imperial, Dr. Maria Bernadette Azcueta, Dr. Anne Bernadette Adangcon, and Dr. Kristine Mae Biene Buhat.
The team also includes John Norico Sorio, Pail Bryan Arcabal, Katrina Ysabelle Uy, Gerbern Tamon, Marc Philip Balog, Mary Joy Paulin, Genie Cabrera, Albert Lumpas, Nelissa Riguis, and John Fernan Federico.
The delegation is led by the PHC Management Team, Dr. Joel Abanilla, Dr. Gerardo Manzo, and Dr. Juliet Balderas, with support team John Laurice Siochi, Gemma Razal, Nathaniel dela Cruz, Jaena Jiminez, and Ruby Laurencio Maja.
The CLMMRH mission team is composed of Dr. Calvin Fernandez, Dr. Ma. Consuelo Dolores Tumaneng, Dr. Kris Laura Manuel, Dr. Ada Cheryl Jayme, Dr. Judah Gozar, Dr. Christian Tolosa, Dr. Jorge Edward Masa, and Dr. Mary Grace Manganti.
The thirteen beneficiaries of the project include nine pediatric and four adult patients from Bacolod City and Negros Occidental.
A memorandum of agreement was signed at the end of the opening ceremony, signed by Dr. Julius M. Drilon and Dr. Joel Abanilla, witnessed by Dr. Joan Cerrada and Dr. Juliet Balderas.
The MOA formalizes the partnership between CLMRRH and PHC in a 4-step pathway towards a fully developed regional center.*
