The Bacolod Sangguniang Panlungsod is requesting Bacolod City Police director Col. Thomas Joseph Martir to assign additional police personnel to the premises where the Department of Social Welfare and Development will be distributing educational assistance in Bacolod City.
The resolution authored by Councilor Em Legaspi-Ang said that last August 20, the DSWD distributed educational assistance to qualified beneficiaries from the whole province of Negros Occidental at the Ayala Malls Capitol Central in Bacolod City.
There were more than 2,000 people who lined up as early as the night before to avail of the aforesaid educational assistance, which nearly resulted in a stampede when the mall opened its doors and people rushed inside and damaged the mall’s automatic door, it said.
The assignment of police personnel in the designated payout site by the DSWD to ensure and maintain order, safety and security of everyone in the area, including mallgoers and workers, is necessary to prevent the same incident that happened Saturday from happening again, the resolution added.*
