Power Watch calls for ‘integrated power cooperation’

Power Watch secretary general Wennie Sancho is calling for the integration of power cooperation in Negros Island Region (NIR).

This is in compliance with Sec. 31 of the EPIRA Law or RA 9136, which promotes consolidation and integration of electric cooperatives to improve efficiency and reduce cost, and in line with NEA Memorandum Circular 2019-045, which provides guidelines for consolidation/merger of electric cooperatives, including private distribution utilities (DU), Sancho said.

The proposal explores integrating Negros Power, NONECO and NOCECO to create a unified, efficient and sustainable services for the consumers of the Negros Island Region. The integration proposal could be a merger, consolidation and joint venture, he said.

A concept paper has been prepared for the creation of the Negros Island Region-Integrated Power System (NIR-IPS), in consultation with the stakeholders of the power industry. This proposal is an initiative of the electricity consumers, Sancho said.

Under the theme “Powering Negros Together,” the projected benefits of the proposal to the consumers would be lower electricity rates. Economies of scale can lead to reduced power cost. Increased efficiency is the result of consolidated operation and optimized resource allocation, he said.

Moreover, this proposal for power integration will accelerate renewable energy integration, Sancho said.

However, effective collaboration among the stakeholders, including transmission and distribution utilities, system operators, regulators and policy-makers is crucial for successful integration, he said.

Sancho said there is a growing demand for reliable and renewable energy. Integration can optimize resources, reduce cost and enhance services.

Power Watch Negros shall engage Negros Power, NONECO and NOCECO and other regulatory bodies in discussing this proposal including consultation and fora to discuss consolidation/integration initiatives, he added.*
