In a series of consultation with the consumers, Power Watch Negros Secretary-General Wennie Sancho explained that the proposed rehabilitation of the Central Negros Electric Cooperative (CENECO) infrastructure is not limited to the repair and replacement of its aging equipment like transformers and distribution power lines and utilities to level up its operations, but rehabilitation means the restoration of this DU to a condition of successful operation and solvency.
As a result, the consumers are expecting efficient services, good management and the restoration of its financial well-being and economic viability under the auspices of the Negros Electric and Power Corporation (NEPC), Sancho said in a statement.
Power Watch Negros expects that a CENECO to NEPC transformation will be nothing short of being revolutionary, as we foresee that it would involve the major redesign of this DU, by integrating the process and the culture of Negros Power as a company, supported by a fully integrated information system, the press statement read.
This transformation in terms of change in character and condition, shall be an opportunity to take a critical look at the existing policies and standards of CENECO. We expect, as consumers, with all due respect to the NEPC managers, that there will be a review of all these policies and standards, changing them in the process, developing new ones, that are conducive to the new working environment and eliminating policies that may had caused blunders and failures in the past, that had not only reduced the power reliability of CENECO but resulted into a financial mismanagement downgrading it into an ailing cooperative.
The most crucial issue in managing change from CENECO to NEPC is the ability to manage the people who must change. Experience has shown that the workers will make every attempt to delay the change or transformation or get back to the status quo. We hope that gradually, they will learn to live with change, eventually accepting it, the press statement added.
We foresee that there will be a paradigm shift in terms of values that governs as a way of life for all employees. We fully understood the role of corporate values that would serve as ideals which are important and critical amid the transformation.
It is still very early for the result to become apparent. Improvements in performance indicators would be felt later during the implementation of NEPC’s Five Year Development Plan. However, we are perceiving positive changes in the rehabilitation of CENECO spearheaded by NEPC, which are encouraging us to go on and push ahead, in spite of the difficulties that usually accompany major transformation efforts.
The world of power industry is also experiencing major changes such as competitive pressures, that a DU like NEPC has to stay the best if it hopes to maintain its role not only in the power industry, but also in the community, means to survive successfully and to gain the valuable support of the consumers by bringing the appropriate power load requirements to every household, industry and commercial establishment which is function of a DU.
