The Philippine Statistics Authority (PSA) held its first Information, Education and Communication (IEC) Roadshow Campaign for the Philippine Identification System (PhilSys) on November 9 at the L’Fisher Hotel in Bacolod City.
In attendance were the delegates from the PhilSys Registry Office (PRO), Regional Statistical Services Office VI (RSSO VI), Provincial Statistical Office PSO) of Negros Occidental, distinguished guests from the Local Government Units (LGUs), National Government Agencies (NGAs), Government-owned and Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), members of the academe and representatives from the various private institutions in the province.
The program was opened by Officer-In-Charge – Regional Director (OIC – RD) of RSSO VI Nelida Amolar and followed by an inspirational message from Assistant National Statistician (ANS) of the PRO under the Use Case Development and Management Service Emily Pagador.
Pagador highlighted the importance of PhilSys and the benefits that the project entails during her speech. She also urged the participants to take part in the PSA’s advocacy to kick start the country’s digital transformation through the implementation of Republic Act No. 11055 or most commonly known as the PhilSys Act.
Mitz Ann Montañez, Project Development Officer (PDO) IV of the PRO under the Financial and Private Sector Use Cases Division, tackled the Salient Features of RA No. 11055 which includes Section 11 on Limitations Provision. She also presented the PhilSys Check, an offline identity authentication tool in the form of a website that uses public-private key cryptography via verify.philsys.gov.ph. In addition, the Printable PhilID recently launched last October 2022 and the API-enabled Authentication Services were also presented.
On the other hand, Abigail Ling, Project PDO IV of PSA-Government Service Use Cases Division (GSUCD), took up the Regulatory Onboarding Process and Requirements. She explained all the necessary guidelines to allow government agencies on how to utilize the PhilSys API-enabled Services including the levels of access, the initial list of requirements for onboarding, and the criteria for application and processes.
Furthermore, Richeal Chua, the PDO II of PSA-GSUCD discussed Memorandum Circular (MC) No. 95 (s. 2022) and the PhilSys Integration Implementation Plan (PIIP). Chua enumerated the agencies covered by MC No. 95 (s. 2022) and what these agencies need to do. She expounded the monitoring, the PSA’s support and the interoperability of databases and systems.
Luis Gonzales, Chief Statistical Specialist of the PSO Negros Occidental, gave his heartfelt gratitude to the delegates and participants of the event and expressed his high hopes of a successful collaboration with its stakeholders.*
