Punta Taytay declared tourism zone

An ordinance declaring the entire barangay of Punta Taytay as a coastal tourism zone, was recently passed by the Bacolod Sangguniang on third and final reading.

The ordinance authored by Bacolod Councilor Jason Isidro Villarosa said City Ordinance No. 313, series of 2002, or the Environment Code of Bacolod City initially declared a portion of Brgy. Punta Taytay as a tourism area.

It said C.O. No. 216, series of 1998, or the Comprehensive Zoning Ordinance of Bacolod City has classified the western seaside portion of Brgy. Punta Taytay as ecotourism/tourism destination.

The ordinance said Brgy. Punta Taytay is the only coastal area within the City of Bacolod with a substantial number of resorts and restaurants, and has long been the primary choice for summer outings and recreation not only of Bacolodnon families, but residents of neighboring cities as well, due to its environmental beauty.

The City of Bacolod commits to participate in the promotion and maintenance of Brgy. Punta Taytay in its entirety, because of its considerable and historical significance in the city’s local tourism, and to further enhance the city’s image and heighten its impact on potential tourists and investors, it said.

The ordinance provides for the creation of the Barangay Punta Taytay Council composed of the City Mayor as chairperson; the chairmen of the SP Committees on Tourism, and Environment and Ecology as vice-chairpersons; and members composed of the City Tourism Officer, City Environment and Natural Resources Officer, City Planning and Development Office, PIO, and other city department heads, and the Barangay Council of Punta Taytay.

It also provides for the establishment of information centers, emergency calling stations or help desks, and installation of traffic lights and CCTV’s, among others, it said.

An amount of P500,000 will be appropriated annually for the implementation of the ordinance and preservation of Punta Taytay, to be taken from any available source of local funds, the ordinance said.

The ordinance also provides penalties for any person found littering plastics and papers, throwing and dumping of garbage indiscriminately, for defacing any traffic and tourism signages, and for any act of nuisance done in the declared or near the tourism road.*
